well, the best juniors have sumskill like 56-58 or something and that is not counting fractional part which exceeds theoretical x3 max by far (exceeds even x3+3)
but did You saw anything definitely confirming that junior level x3 or x3+3 equals his sumskill? some are counting stamina as 0.25 in this equation
it's hard to say what is more accurate as we don't see fractional points of skill levels but many options are possible

Stamina counts as more in pulls. It was confirmed by massive data studies in germany. I even believe someone had a quote of greg confirming it.
