You are totally right, the new Tax Reform is affecting many other aspects of the game, it's not only hurting mass traders.

The optimal solution should have been to make an additional TAX ON PROFIT for reselling too quickly. This solution would have allowed other aspects of the game to continue normally, and it would have only hurt mass traders who try to earn big money too quickly.

I don't see a problem here.. It might affect guys who were buying top players for one or two important games/weeks and then sell them after 4 weeks. Should that be okay? That's kinda like if you could sign a trainer for thursday and after the training fire him without any compensation.. Why would anyone buy a player for one month if not for that thing or trading?

Yup, as I've said, that was very favourable towards users with money. You didn't need to have a strong bench, just buy&sell first team players when needed.
