does anyone know if players get to play their exact or rounded skill in the game
what i mean is lets say player is good striker, actual skill being 7.665
in the game does he play his 7 or 7.665?

Someone said they play to the decimal. I'm not convinced frankly.
While I'm here, let me play devil's advocate because I see complaints about bots taking up space.
If an NT or U-21 manager were to use their position of calling players up as a way of obliterating a bot team, what are the rules on that?

Yesterday was unknown, now like this even with a win in 1st round against last year 2nd placed team. If 2:1 is not enough, then please change schedule, so i can play 1st round with someone from lower positions, to build up the goal diff.

Players use skill decimals, dont listen to camus, he thinks he Plays another game then rest of us
Only the league position affects the fullfillment of season's expectation. You are kn 4th position instead of 1st (expectation: championship).
You may argue that you still won and you are not first just because of goal difference. Fully correct. That is why in the first 2 weeks there is no effect of this parameter on the fan mood. It is fully based on last game result and fulfillment of last years result.
So, no need to bother.

I think even tenths would be optimistic. Does anyone really believe that this game was coded with nearly 180 levels of pace? If it's less than .25 I'd be shocked.
Yes, it was, otherwise superdivine would not work since it’s 17.99, not a full skill.
And superdivine skilled players get higher game ratings than empty 17s.
From coding side I have no idea why you think it would make a difference for them to make the ME take into account .25 and not .29 for example. Makes no difference at all, it’s only about scaling / % of max performance etc.

but for some introduction of artificial management fun they could have made it 6, 7, 8 only....
is there any other argument than superdivine, i heard that before but its same deal, only 99% trustable, somehow it does not satisfy me fully... as they could have made exception for superdivine

Regarding your question: You can observe this very clearly during a U21 or NT match. If you know the skill pace of both gk (either from transfer listings or other sources), you can watch during halftime to see who appears "faster," (when both run to the other goal) even though both supposedly have the same pace skill rating. I believe this is the best evidence that the match engine calculations precisely use the exact skill values without rounding up or down...
