And a junior can't be solid after 2 weeks

Correct - max ss I saw for player being in ys for 2 weeks was 26. So definitely 21 is not max when they come

But there will be extreme cases, with very low/high subskill distribution when it will go out of these limits. I've checked with data from previous system, where endlevel was certain (not an estimation).

Last season I pulled this 16y player - he was 8 weeks in YS, leaving on 9 level with approx. talent from 3~3,9
