I live in the Philippines, infrastructure-hell.

I have 5Mbps and I pay 40 Euros a month for it.
No sh*t!

Major upgrade coming up though, quite happy about it:

33,90 € for 1,4 mb/s in my mother'village...
35,99 € for 300kb/s in my friend's village...

City is alright I guess.
But those other rates, you can probably get cheaper & faster internet on your phone, right? And then hotspot it :-)
