Supporters select the cheapest stand from the ones that suit them. However, a spectator is LIKELY to buy a ticket for a stand with a higher cost, if their preferred seat is sold out.

Likely- PolarBear was wondering how is in polish rules. The exact translation of world used in polish rules is –inclined, prone, liable- unfortunately I do not known how those worlds are strong in English, but for my best knowledge i would say that LIKELY is perfect translation.

So I think that the group of fans willing to upgrade tickets is quit big.

Do not forget about sentence before in rules, that there are fans who like comfort!!!!

People will go to higher level of stand if their preferred type is sold out.
But will people agree to watch in terrace even if they want to have a seat ( If seats and benches are sold out)?

there are of course downsides of high level places too:

you have to build a roof if you want these visitors to attend matches if the weather is bad. terrace-fans endure rain easier ... and i am not completly sure, but i strongly suspect that visitors of seats and benches are the first, who stay at home, if there there is a drop in the mood.....

If they buy the cheapest one, they want (but are likely tro buy a more expensive one if sold out), then they won't buy a cheaper stand, than they wan't.

"Seats-people" only buy seats.
"Benches-people" buy benches - or are likely to buy seats if benches are sold.
And so forth.
