Answering your question: It's pretty obvious. It's a money sink that punishes day traders. This has been in the works for a while - we were all notified of it when it accidentally leaked into live a couple months ago.
Honestly, it was probably good it did, because THIS implementation is much less harsh than the original one.

Right now tax is 10%, so to reach this you keep a player a season and a half. Past that, taxes are player sales will actually be LOWER than right now.

I do think it's funny they said nothing about WHEN it would go into live. If it's today, then that's unfair to existing sales.

OK, so according to Geston, apparently they uploaded an older iteration of the tax system they propose. Tax rate has been reverted. Again.


edit: Also, see this. When you sell a player in the future you should be notified of the transfer tax ahead of time.

I don’t really get the benefit of punishing day traders and flippers.

How many other markets limit people from putting in the extra work needed to look for value?

And how many markets punish people for for selling an asset they haven’t had for long?

will slow the TL down..
and ultimately lower/ make values with more fluxuation..
plus why punish the little guys with meager funds.. this should have a graph with sales price impaction the percentage in a similar way..

and with this.. there shouldn't be a listing 'fee' .. that prevents TL action as well..
I miss the old active TL.. they will kill it.. it seems to me they are stream lining playing styles.. so there are less ways to play.. Not a fan ;0 lol oh well!

all I have to do is pay taxes and die.. cheers!

There is a saying in Poland that only two things are certain in this world, taxes and death ;-) You are right that such high taxes will contribute to lower turnover on TL. I'm not a flipper or trader, but I like it when there is a lot of choice on TL. I am not convinced that these changes are going in the right direction.

Yeah, many of these recent changes are an attempt to promote on the field competitiveness. Fan approval was just the start.

Overall, it is an attempt to try and get excess money out of the game and punish daytrading style. It's an effective money sink. Keep in mind this tax system doesn't affect youth school pulls. it's flat 10% for those, still.
If you buy 17 year old kids and sell them at 19, your tax rate is still effectively unchanged from before.

My issue is that they should be focused as much on retaining new players. They SAY they do, but there are very, very simple changes they could make to help newer teams that they just don't, such as starting them out with a better stadium. Their fan approval system is broken for new teams. There is talk of making new players immune from the system for two seasons. OK, then get that done already.
